Russia retained its position as the European Union's largest single source of natural phosphate in the first half of 2026, according to an analysis of European Commission trade data published by Swedish environmental company Ragn-Sells. European buyers spent more than €100 million on Russian phosphate rock imports during that six-month period — a figure that represents more than one-third of the EU's total phosphate import expenditure.

The findings land at a sensitive moment for European ingredient and agri-input supply chains. Phosphate rock is the upstream raw material for phosphoric acid, feed-grade mono- and dicalcium phosphate, and a range of food-grade phosphate salts used as emulsifiers, leavening agents, acidulants, and moisture-retention additives across bakery, processed meat, dairy, and beverage applications. Supply concentration at the rock-mining stage propagates risk the entire length of those formulation chains.

Dependency in Context

The EU has flagged phosphate as a critical raw material, yet import diversification has moved slowly. Morocco and other North African producers supply a meaningful share of EU phosphate needs, but Russia's geographic proximity, established logistics infrastructure, and competitive pricing have sustained its lead supplier status despite the broader geopolitical pressures weighing on EU–Russia trade since 2022. The Ragn-Sells data suggest those pressures have not substantially redirected purchasing patterns, at least not in the phosphate category.

For procurement teams at European ingredient manufacturers and co-manufacturers, that concentration creates tangible specification risk. Any disruption — whether from sanctions escalation, freight constraints, or port congestion — could tighten availability of food-grade phosphate intermediates within one or two processing steps, compressing margins or forcing reformulation on short timelines. Buyers working under long-term supply agreements or just-in-time inventory models are especially exposed.

What Operators Should Watch

Ingredient buyers and technical procurement managers sourcing phosphate-derived additives should revisit supplier qualification lists and COA requirements to ensure secondary or tertiary supply options are pre-approved and specification-ready.
